this was just a small patch with some other stuff to revert the pcc reloading

think of it as the ssg's alt fire expanded as a weapon

balance changes:

- changed recipe: bullet proof vest->NOTHING

security armor shows up at a sweet spot where it's hard to maintain armor and right before better armor shows up

- reloading has been reverted 

- pain bullet frequency: 4th->6th

- crafing recipe changed: shotgun -> supershotgun

- now only fires a single rail

- superior now spawns shrapnel when hitting an enemy
